My thoughts on essential KRA/KPI in HSE

April marks the start of a new financial year and also the time for setting of Key Result Areas / Key Performance Indicators for all corporate employees (barring some organizations that follow a calendar from Jan to Dec) KRA/ KPI of each individual in a company should drive the company towards attaining the targets set at an organizational level. 

So like any other KRA / KPI, the KRA/ KPI in HSE shall also be driven from the KRA / KPI set as part of the organization's goals which will cascade down as it is to the first line of top management - The CXOs and Directors. 

Penning down my thoughts on what and how the KRAs/ KPIs for the leadership team and corporate HSE function should be - 

What are some of the effective HSE KRAs / KPIs for the leadership team? 

HSE Policy and Strategy Development: This KRA measures the effectiveness of top management in developing and implementing HSE policies and strategies. Top management should ensure that HSE policies are aligned with the organization's overall business objectives and that strategies are developed to continuously improve HSE performance. 

HSE Performance Review: This KPI measures the effectiveness of top management in reviewing HSE performance. Top management should regularly review HSE performance reports and take appropriate actions to address any identified deficiencies. 

HSE Resource Allocation: This KRA measures the effectiveness of top management in allocating resources for HSE activities. Top management should ensure that sufficient resources are allocated for HSE activities, including personnel, equipment, and budget. 

HSE Commitment: This KPI measures the effectiveness of top management in demonstrating leadership in HSE. Top management should set a positive example for employees by prioritizing HSE, promoting a safety culture, and encouraging employee participation in HSE activities. 

HSE Compliance: This KRA measures the effectiveness of top management in ensuring compliance with HSE regulations and standards. Top management should ensure that the organization complies with all relevant regulations, standards, and best practices. 

HSE Communication and Training: This KPI measures the effectiveness of top management in communicating HSE expectations and providing training to employees. Training requires a lot of coordination between departments; top management shall devise a system that ensures all employees are adequately trained in HSE practices and that HSE communication is clear and effective. Intermittent communications from the desk of the top men/ women in the organization can also be a driving factor. 

Coming to the KRA / KPI for the HSE team in corporate reporting to the leadership - 

What can be some of the effective KRAs for the Corporate HSE teams? KRA / KPI of the corporate HSE team shall be alingned with that of the leadership team and shall be cascaded down from the KRAs / KPIs of the leadership. 

HSE Policy Compliance: The corporate HSE team should ensure that policies are clear, up-to-date, and communicated effectively to all employees. They shall also devise effective mechanisms to check compliance to the HSE policy at different levels and appraise the leadership team. 

HSE Performance Reporting: This KPI measures the effectiveness of the corporate HSE team in reporting HSE performance to senior management. The corporate HSE team should develop comprehensive HSE performance reports that provide an accurate assessment of the organization's HSE performance. The report shall contain quantitative parameters as well as qualitative parameters. The more the quantitative parameters, easier it will be for the leadership to extend their support. 

HSE Strategic Planning: This KRA measures the effectiveness of the corporate HSE team in developing and implementing HSE strategic plans. The corporate HSE team should develop strategic plans that are aligned with the organization's overall business objectives and that identify specific actions to improve HSE performance. They shall drive the implementation of these strategic plans and appraise the leadership from time to time. 

HSE Management System Audit: This KPI measures the effectiveness of the corporate HSE team in conducting audits of the organization's HSE management system. The corporate HSE team should ensure that audits are conducted regularly, and that any deficiencies identified are addressed promptly. Audits can be internal, external or any certification audits. 

HSE Risk Management: This KRA measures the effectiveness of the corporate HSE team in identifying and managing HSE risks across the organization. The corporate HSE team should develop risk management processes that ensure all significant HSE risks are identified, assessed, and managed appropriately. Appropiate trainng strategy to hand hold all employees on risk assessment techniques shall also be devised. 

HSE Training and Development: This KPI measures the effectiveness of the corporate HSE team in developing and delivering HSE training and development programs. The corporate HSE team should ensure that all employees receive adequate HSE training (through internal / external resources) and that the training is effective in improving HSE performance. By tracking these KRA/KPIs, the corporate HSE team can ensure that they are effectively managing HSE risks across the organization and continuously improving the organization's HSE performance.
